Plumbago capensis
Either a straggly bush (which you could keep trimmed) or a small woody climber (which I prefer). It grows less than 2 m, but flowers much of the year. However, it often does not survive the summer, even in the shade. I grow it in the shade, but it is OK in winter sunshine and will produce sprays of small pale blue flowers. It is normally grown from cuttings.
